Windows 8.1 RT Update 3 includes improvements to the Windows desktop experience for Surface RT and Surface 2. With the addition of a familiar and easy-to-use Start menu, you'll have quick access to your desktop and all your apps, files, and PC settings in one convenient place.
Updates are installed automatically on Surface through Windows Update. If you're running Windows RT 8.1 Update, Windows 8.1 RT Update 3 will be available as an Important update to download. Depending on your update settings, you might already have downloaded and installed it.

Back up your files. When you install Windows 8.1 RT Update 3, you'll keep your Windows settings, personal files, and apps. But its always a good idea back up your personal files before updating your Surface.

One of the major downsides of Window RT 8.1 is the lack of quality apps in the official Windows Store, even though the application count is steadily increasing and has over 120,000 apps. Many software developers have released the Windows RT compatible version of their apps but most of the software developers seems to have ignored Window RT.
Just like iOS and Android, Windows RT users can also download and install apps from outside the official Store by Jailbreaking the operating system. Windows enthusiasts have re-compiled or ported hundreds of free, open-source Windows applications to Windows RT, and finding ported applications has become even easier with the release of RT Desktop Store.
In order to install and use applications available in the RT Desktop Store, you need to Jailbreak your Windows 8/8.1 RT devise first using Windows RT 8 Jailbreak tool. According to Facin, the developer behind RT Desktop Store, the current version of the program includes a little over 50 apps, including popular programs like 7-Zip, Classic Start Menu, FileZilla, Free Download Manager, Notepad++, Rainmeter, Sumatra PDF, and Synergy.

Maybe Microsoft will soon fix that and will add a special category in the Windows Store, which, I think will be a simple and easy solution for many frustrated Windows RT users out there. As of now, there is not a list that shows all the Windows RT apps, so you will have to rely on this basic method.
The design and basic features of Windows RT are similar to Windows 8 and Windows 8.1. When you first start your device, the full-screen Start menu displays live tiles that update throughout the day. The Start menu screen is customizable. You can pin your favorite apps and resize their tiles. Swiping up from the bottom of the screen displays a list of all currently installed apps.
Windows RT only has a limited amount of software installed. All third-party apps on Windows RT must be Metro apps, and Metro apps must go through the Windows Store and be approved by Microsoft. This means that Windows RT devices can only run apps approved by Microsoft, just like iPads can only run apps approved by Apple.
Windows RT is the locked-down version of Windows 8 for ARM computers, as seen on Microsoft's Surface RT tablet and a few other Windows RT devices. Unlike the standard version of Windows 8, Windows RT doesn't allow you to install your own desktop programs. You're limited to the included desktop programs written by Microsoft or Modern apps from the Windows Store. However, there are ways to jailbreak your Windows RT device and run unapproved software on the desktop.
Windows RT includes most of the standard Windows desktop programs that come with Windows. You can use Internet Explorer, File Explorer, Remote Desktop, Notepad, Paint, and other tools -- but there's no Windows Media Player. Windows RT also comes bundled with desktop versions of Word, Excel, PowerPoint, and OneNote. In Windows RT 8.1, you'll also be able to use the popular Outlook mail client on the desktop. These Office apps are limited versions, without support for macros and plug-ins.
If you want to run another desktop program, tough luck -- you can only run desktop programs specifically written by Microsoft. To get a new desktop program, users will have to ask Microsoft nicely -- just as they asked for Outlook or Windows RT and will be receiving it soon. On a Windows RT device, you'll need to install Modern apps from the Windows Store instead of desktop apps from the web. However, intrepid hackers -- in the good sense of the word -- have been hacking away at Microsoft's limitations.
Jailbreaking was once a bit more complicated, requiring you to run a special hack every time you booted your device. There's now a dedicated RT Jailbreak Tool that can automatically run at startup, jailbreaking your Windows RT device every time it boots. To jailbreak your Windows RT device, just follow the instructions in the thread -- download the .zip file, extract it, and double-click the runExploit.bat file.
After jailbreaking, you can immediately run apps that have been specifically tweaked and compiled for Windows RT's ARM architecture. As many popular tools are open-source, this means that you can run some popular desktop programs, including BitTorrent clients, text editors, VNC programs, older games, and other tools. Consult the Desktop apps ported to Windows RT thread on the XDA developers forum for a maintained list of desktop programs you can run. You'll find common tools like 7-Zip, Notepad++, PuTTY, TightVNC, Keepass, Miranda IM, and Audacity in addition to game engines and emulators that can run old SNES and DOS games.
One enterprising developer has created a tool named Win86emu that functions as an emulation layer, enabling standard x86 Windows desktop programs to run on Windows RT ARM tablets. It's still in beta, so don't expect to work with too many programs. There's also a thread that lists compatible apps -- you can use IrfanView, WinRAR, and the Windows 95 version of Pinball decently, but other programs will be too slow. Fallout 2, Might and Magic VI, Heroes of Might and Magic III, and Age of Empires 1 work okay, too.
Microsoft says the limited desktop makes Windows RT devices more secure -- no unapproved desktop programs means no viruses. After a jailbreak, a Windows RT device will behave more like a standard Windows 8 device, so security shouldn't be an issue. Performance and battery life might be an issue -- desktop programs running in the background might be a drain in the CPU as they can't be managed by the system in the same way Modern apps are -- but this will be no more of a problem than on standard Windows 8 systems.
The bigger concern is the actual usefulness of these tweaks. If you already have a Surface RT and want to do something a bit extra with it, these tricks can be useful. However, you won't be able to do more than run a few small desktop apps. Developers won't compile their apps specifically for Windows RT, so you're relying on enthusiasts to get them working for you.

Windows 8.1 RT I need to run very specific simple exe and the name is `meta trader4 .exe` which is not available in windows store and it seams it will never available ever..I need a solution..i don't wont to put it in to bin..i love my little device,
Fortunately, a user found a direct download link to the Windows RT 8.1 Update 3 update package. I have tried to install it on my Surface RT, but it ended up searching for Windows updates endlessly. I find out that many users also experience this problem like me. I decided to start from scratch by resetting my Surface RT once again. And this time, I can do it, and the Start menu is back on my Surface RT now.
Have this issue and very frustrated as i cant download Drawboard PDF, an essential for my work. I reset my Surface2 a few days ago after experience multiple software issues, only to encounter worse ones now!!!
I have been trying to do this, but i noticed that the Windows store doesn work anymore. I got this message: This versión of Windows is no longer supported by Windows Store. Get the newest versión of Windows. And then it sends me to get Windows 10, which its ironic since Surface rt isnt capable of update to Windows 10. Any help with this? i cant install any app besides the ones that came with windows

Even when it says select operating system 8.1 , it will rolls back to Windows 8.0.4. what i did was after trying a million times ,what finally worked was to do a refresh and not loose ill my stuff , when it finished i , went to system update and when i got them i didnt update nothing that had to do with office . so skip anything that has to do with office dont install those updates .. when all those updates install restart wait , then check for updates again and remember not to install anything that says office , hopefully then you will get the kb2919355 update install it along with whatever other updates that are there, no office remember , once it reboots now you can install Windows8.1-KB3097667-arm.msu so download it from above and leave it on your desktop , and while your at it also download kb3173424 and kb3172614 and also put it on your desktop . turn off wifi and restart your surface rt , after it restarts install kb3097667 then restart then install kb3173424 restart install kb3172614 then restart ,after that you should be good to go .. i tried a millions times and wasted hours , and what worked was not installing any office updates until i did the steps i did above .. you might have to do this if you see update get stuck be patient ..Swipe from the right > Control Panel > TroubleshootingUnder System and Security click Fix problems with Windows UpdateClick Next and click on Try troubleshooting as an administratorNow the tool will detect and fix problems for you, it will take about two minutes to complete if
