But in reality, the ratio is not what matters most. What truly matters is this: Can that official actually solve the urgent needs of the people?


Lean government is not about reducing headcount. It is about increasing real serving capacity, guided by clear priorities, real data, and the ability of the system to deliver. 2. The Power of Real Data: From Citizens to Local Capacity

Two fundamental questions must always be asked:


  • What do people in this region, at this moment, need the most?

  • What can the local government realistically provide with its current people, tools, and budget?


The answers must not come from feelings or theoretical models, but from real data: citizen feedback, operational performance, and local capacity reports.


RespectVN is already partnering with provinces like Phú Thọ, Vĩnh Phúc, Hòa Bình, Hà Giang, Hà Nam, and Hải Phòng to make this a reality—turning citizen voices and operational data into the compass that guides reform.

3. International Lessons: Lean Means Optimizing, Not Simplifying


Japan, Singapore, and Estonia have all shown that lean success comes not from mechanical downsizing, but from optimizing around core values.

In contrast, reforms in other countries have failed when governments reduced structures but did not improve their ability to serve.

Vietnam must choose carefully, localize deeply, and stay true to this principle.

6. Lean Learning Government – A Living System

Ongoing Pilot Project:

The People’s Committee of Phu Tho Province and Respect Vietnam are jointly implementing the S2M pilot project with three main modules:

  1. Technical Support for Hùng Vương University and Partner Enterprises– Developing a set of criteria and measurement tools to assess student competencies, ensuring training programs align with the needs of the modern labor market.

  2. Support for Local Government Reform– Piloting streamlined regulations on organizational structures, functions, and job descriptions at one commune and one ward.– Enhancing the performance of key positions such as land administration officers and officers at commune/ward public administration centers.

  3. Support for Vocational Schools in Phu Tho– Identifying strategic priorities for vocational education in response to rapidly changing socio-economic contexts.

(This pilot project is part of the VILM2030 – Vietnam Innovative Learning Management program.)
